Chief Medical Officer

Valle del Sol Community Health (valledelsol.com) a leader in whole person care with a rich legacy of community impact, seeks a strong CMO to lead the overall management of medical services delivered at Valle del Sol health centers, including primary care, psychiatric, behavioral health, and Opioid Treatment Program services. Reporting to the CEO and working closely with the COO, CBHO, and Operations and Quality teams, works to maintain the health centers’ status as a Federally Qualified Health Center (FQHC) and Certified Community Behavioral Health Center (CCBHC).

About the organization:

Valle del Sol (VdS) Community Health was founded in 1970 to fill a gap in behavioral health and social services available to the Latino community and underserved populations with nowhere else to turn. We serve all communities by providing services that are culturally appropriate. For more than 50 years, we have led the way in behavioral health, human services, and leadership development. In 2012, Valle expanded services to include primary care to holistically meet the healthcare needs of the community by assisting thousands of men, women, children, families, and the elderly through counseling, substance abuse treatment, support services, primary care, and nationally recognized leadership development programs.

Operating six clinic locations and two mobile units in the Phoenix metro area, VdS employees provided behavioral health and primary care services to over 9,500 patients in 2022. Additionally, VdS provided COVID-19 related services (testing and vaccines) to more than 5,000 individuals in the same year at our clinic sites and through our mobile units.

This role:

The CMO’s responsibilities fall in three key areas – Regulatory Compliance, Medical Operations Oversight, and Direct Medical Care.

Regulatory Compliance:

  • Ensures the health centers meet/exceed Health Resources and Services Administration (HRSA) guidelines utilizing Uniform Data Systems (UDS) and other available quality measures.
  • Collaborates with Quality, Operations, and Behavioral Health teams to maintain the health centers’ status as a Federally Qualified Health Center (FQHC) and Certified Community Behavioral Health Center (CCBHC).
  • Actively engages in the Quality Management Committee and leads initiatives which include ensuring compliance with established standards of care, conducting peer review of patient charts, and facilitating monthly Clinical and Quality meeting with key clinical staff to discuss issues and recommendations for improvement. Review, assess, and discuss with the CEO, COO, CBHO, CHRO any reported accidents and/or incidents that occur on clinic premises and respond accordingly with the Director of Quality.
  • Initiates drafts for plans, policies, procedures, and practices related to medical services per organizational approval protocols. Once approved, ensure the processes are communicated to appropriate staff for execution.
  • Collaborates with Valle’s Leadership in the development, maintenance, and review of the organization’s strategic plan for medical services and patient care. Participates in the coordination of service delivery implementation of the healthcare initiatives.
  • Acts as a medical lead for Patient Centered Medical Home (PCMH), CARF, FQHC, and other organizational needs. Exceptions may include DEA and CCBHC based on training requirements for the Medical Lead. Works with the Site Directors and the Director of Quality Management to address daily patient centered operations, including oversight of inventory, purchasing, and maintenance of medications/vaccinations, other medical supplies and equipment used at clinic sites. Supports Operations Team in provider scheduling to ensure clinic coverage and continuity of care.
  • Coordinates with Site Directors the maintenance of clean and efficient clinic environment and operations. Supports the Quality Department to ensure all clinic operation follow OSHA guidelines, including the handling of hazardous substances. Supports Operations to ensure basic maintenance of equipment and coordinates needed repairs as needed.
  • With the Human Resources Department, participates in the recruitment and Credentialing processes for Physicians and Mid-Level Practitioners. Makes recommendations on qualifications statements for credentialing, job descriptions, and evaluation standards for medical staff. Reviews and approves/denies credentialing and privileging files for recommendations for medical staff promotions, disciplining, and discharge. Presents documents to the governing board Credentialing Committee for final approval/denial of medical staff candidates. Follows the Board Approved Credentialing and Privileging Policies for Primary Care & Behavioral Health Physicians, Mid-Level Practitioners, and Independently Licensed Therapists.

 

Medical Operations Oversight:

  • Responsible for the overall management of medical services delivered at Valle del Sol health centers, including primary care, psychiatric, behavioral health, and Opioid Treatment Program services.

  • Coordinates with Site Directors the maintenance of clean and efficient clinic environment and operations. Supports the Quality Department to ensure all clinic operation follow OSHA guidelines, including the handling of hazardous substances. Supports Operations to ensure basic maintenance of equipment and coordinates needed repairs as needed.
  • Oversees (via Medical Director of Psychiatric Services) and responsible for clinical oversight of psychiatric care delivery.
  • Oversees (via Clinical Director of Advanced Practitioners) and responsible for clinical oversight of all advanced practitioners.
  • Oversees (via Medical Director of Substance Use Disorders) and responsible for the clinical oversite of the Opioid Treatment Program.
  • Monitors provider performance.
  • Advises on health information system needs; develops, recommends, and conducts special studies of health needs and priorities, interprets clinical data.
  • Participates in the development of health risk management protocols.

 

Direct Care:

  • Delivers clinical care: history and physical examinations, diagnosis, and treatment clinical disorders. Monitors appropriate ordering of laboratory, imaging, and diagnostic tests to diagnose and treat clinical disorders.
  • Assures delivery of quality care. Monitors appropriate, complete, and timely electronic medical record documentation for clinical services meeting the requirements of health plans and funding sources.
  • Coordinates information delivery to educates patients and/or families about preventive care, medical issues, and use of prescribed medical treatments and/or medications.
  • Periodically answer calls regarding refills or patient questions.

  • You have at least three years’ experience working in a community health, primary and/or behavioral health center, preferably in an executive leadership role.
  • You are a graduate of an AMA or AOA accredited college or university with an MD or DO and Board Certified in Family Medicine
  • Experience working in addiction medicine highly desirable.
